Anyone have a solution for getting 0183 AIS (38.4 kbps) onto an N2K network, other than by running it through a plotter? The Actisense gateway doesn't handle AIS messages yet.

Have you looked at the Maretron AT10 ?

NMEA 2000�/NMEA 0183 Adapter (AT-10)
The AT-10 NMEA 2000�/NMEA 0183 adapter, manufactured by Simrad, is used to translate incoming NMEA 0183 data to NMEA 2000� data so you can connect older NMEA 0183 products into an NMEA 2000� network as shown in the following diagram. You will also need a SimNet Product to NMEA 2000� Network Adapter Cable that is used to connect the AT-10 adapter to an NMEA 2000� network.
The Simrad AT-10 won't do AIS either. It's only 4800 baud, and is limited:

I suspect the much newer Actisense NGT-1 has a lot more horsepower, and hence potential, built in, plus it uses a standard N2K connector.
